Do You Need an NOC to Renovate Your Dubai Apartment? What Needs Approval (and What Doesn't)

Yes, you need an NOC for renovation in Dubai for almost anything beyond repainting and changing loose furniture. Most apartment works need at least a no-objection certificate from your building management or owners' association, and works that touch structure, plumbing, electrics, AC or waterproofing usually also need a fit-out permit from the authority that covers your area. Surface-level updates are the easiest to approve, which is why they are the fastest way to refresh a unit before renting or selling.

This guide explains the two layers of approval, which authority covers your building, what typically needs a permit and what doesn't, and what it costs. It is general guidance, not legal advice. Every building has its own rules, and authorities update theirs, so always confirm with your building management before you start.

When do you need an NOC for renovation in Dubai?

Think of approvals in two layers. The first is an NOC from whoever manages your building: facility management or the owners' association for apartments, or the master developer for villas, according to Bayut (September 2026). The second is a fit-out permit from the relevant authority, needed for works beyond the cosmetic.

  • Layer 1, building NOC: required by most buildings for any contractor works, including flooring and built-in joinery. It also controls access, working hours, lift bookings and debris removal.

  • Layer 2, authority permit: required for structural, MEP (mechanical, electrical, plumbing), AC and life-safety changes. Bayut notes that permits are processed through Dubai Municipality's building permit system, with DEWA involved where electricity or water is affected.

Which authority approves renovations in your Dubai building?

It depends on where your building is. According to Bayut, freehold areas generally fall under the Dubai Development Authority (DDA) and non-freehold areas under Dubai Municipality (DM). Several free zones and master communities have their own authority. Your building management will know which one applies.

dubizzle (March 2026) lists the bodies involved in fit-out approvals:

  • Dubai Municipality (DM)

  • Dubai Development Authority (DDA)

  • Trakhees (dubizzle names JAFZA and Palm Jumeirah)

  • DMCC (for example JLT)

  • DIFC

  • Dubai Civil Defence (fire and life safety)

  • DEWA (electricity and water)

What renovation works usually need only a building NOC?

Painting, furniture changes and like-for-like replacements are typically the lightest-touch works. As an example of how one authority draws the line, a 2019 DDA circular lists works that need only a landlord or facility management NOC and no DDA fit-out permit. Check whether it still applies to your building before relying on it.

DDA Circular 318 (May 2019) lists:

  • All internal painting.

  • Furniture changes.

  • Flooring replacement within the original load limits.

  • False ceiling replacement that doesn't affect fire systems.

  • Non-structural demolition.

  • Low partitions (with at least 15% opening above).

  • Reinstatement to the original condition.

Three caveats. The circular dates from 2019, it applies only in DDA jurisdiction, and it was written with leasable areas in mind. Property Finder (September 2025) gives a similar general rule for apartments: repainting and swapping loose furniture generally don't need approval, but you should confirm with building management.

What works need a full fit-out permit in Dubai?

Anything that changes the building's structure or services usually needs an authority permit on top of the building NOC. According to Property Finder, that includes structural changes, plumbing or bathroom reconfiguration, built-in kitchens and wardrobes, electrical and AC changes, flooring with waterproofing or acoustic implications, and fire and life-safety items.

  • Removing or moving walls.

  • Moving a sink, toilet, shower or kitchen to a new position.

  • Built-in kitchens and wardrobes.

  • New circuits, relocated sockets or changes to the distribution board.

  • AC duct, diffuser or thermostat changes.

  • Wet-area flooring that affects waterproofing, or hard flooring with acoustic implications for the unit below.

  • Anything touching sprinklers, smoke detectors or fire alarms.

Bathrooms often trigger permits because of waterproofing. If you are planning one, our post on Dubai bathroom renovations that add property value covers where the money is best spent.

How much does a renovation NOC cost, and how long does it take?

Expect a few thousand dirhams in fees, a refundable deposit, and two to four weeks for approvals. Property Finder estimated (in 2025) AED 1,500–2,500 for interior-only apartment approvals, AED 2,500–4,000 with MEP changes, and a refundable building-management deposit of AED 2,000–5,000. Your building sets its own charges.

  • Building NOC: 7–14 days (Property Finder).

  • Authority review: 10–15 working days (Property Finder). dubizzle puts standard approvals at 5–10 working days and complex ones at 3–4 weeks.

  • Deposit: AED 2,000–5,000, refundable (Property Finder estimate). Ask what conditions apply to the refund.

Build these weeks into your schedule. If a tenant or a holiday home listing date is waiting, start the NOC application while the design is still being finalised.

How can you upgrade an apartment without structural approvals?

Keep everything in its current position and change the surfaces. New paint, lighting on existing points, furniture, curtains, wallpaper, and like-for-like flooring or kitchen fronts can transform a unit while staying in the lightest approval category in most buildings. It is also faster and cheaper than moving walls or plumbing.

What a surface-only refresh can include:

  • Paint, wallpaper and wall panelling (check fixing methods with building management).

  • Replacing light fittings on existing points.

  • New flooring laid over or in place of the old, within load and acoustic rules.

  • Furniture, rugs, curtains and blinds.

  • Kitchen updates without demolition: new fronts, handles, worktops and splashback. We cover this in detail in kitchen upgrades without demolition.

This is the scope Desynte designs for. Our Design & Sourcing service covers surface changes only, with no structural or plumbing work, so the design fits the approval route most buildings allow. For the studios and 1-beds we design, such as a 385 sq ft (35.8 m²) studio at Marina Diamond Tower or a 930 sq ft (86.4 m²) 1-bed at 8 Boulevard Walk, layout and surfaces do most of the work.

Can you renovate an apartment while a tenant is living there?

Only with care, and only if the tenancy allows it. Minor works can sometimes be scheduled with the tenant's agreement. If you need the unit empty for a major renovation, Dubai's tenancy law generally requires at least 12 months' written notice to the tenant before the end of the contract, served through a notary public or registered mail.

That rule comes from Dubai's tenancy legislation (Law No. 26 of 2007, as amended by Law No. 33 of 2008). The details matter, including what counts as a renovation that can't be done with the tenant in place. Check with the Dubai Land Department or a legal adviser before serving notice.

What should you check before you start a renovation?

Before any contractor arrives, you should have the building's fit-out guide, a clear scope, the right approvals and a realistic schedule. This checklist covers the essentials:

  1. Get your building's fit-out or renovation guidelines from building management.

  2. Confirm which authority covers your building (DM, DDA, Trakhees, DMCC, DIFC).

  3. Define the scope in writing: what moves, what stays, what is replaced like-for-like.

  4. Choose a contractor with the right trade licence and ask who handles the NOC application.

  5. Budget for fees, the deposit and 5% VAT.

  6. Book lifts, loading bays and working hours with building management.

  7. If the unit is tenanted, agree access in writing or follow the notice rules.

  8. Keep copies of every approval on site.

FAQ

Do I need permission to paint my apartment in Dubai?

Generally, internal painting doesn't need an authority permit, but many buildings still want to be told, especially if a contractor is coming in. Check your building's rules and book access with building management.

Do I need an NOC to change flooring in Dubai?

Usually you need at least a building NOC. Under the 2019 DDA circular, flooring replacement within the original load limits needed only a landlord or facility management NOC in DDA areas. Flooring that affects waterproofing or acoustics may need a full permit.

How long does a renovation NOC take in Dubai?

Property Finder estimates 7–14 days for a building NOC and 10–15 working days for authority review. dubizzle puts standard approvals at 5–10 working days and complex ones at 3–4 weeks.

How much does a fit-out permit cost in Dubai?

Property Finder estimated AED 1,500–2,500 for interior-only apartment works and AED 2,500–4,000 with MEP changes, plus a refundable deposit of AED 2,000–5,000. These are 2025 estimates. Ask your building and the authority for current fees.

Can I renovate without an NOC?

It is not worth the risk. Building management can stop works that haven't been approved, and you may have to undo them at your own cost. Getting the NOC first is quicker than arguing about it afterwards.
